Activities

Coligação Portuguesa para Empregabilidade Digital is implemented through a set of institutions (business consortia, public bodies, education and training institutions and civil society entities) that aim to promote initiatives, disseminate information and support projects that contribute to increasing demand for qualifications in the digital area and for a better match between job demand and supply.

The signatory entities, relevant national stakeholders mobilized for this purpose, agree to cooperate in the National Strategy and in the elaboration of the Action Plan for Digital Employability 2021-2026, around the structuring axes of INCoDe.2030; sharing data, information, documents and experiences; participating in Working Groups and in national and international studies and collaborating in the identification of problems and in the definition of solutions.

To meet these challenges, in 2022/2023, we plan to develop a Study for Digital Employability, with the aim of identifying the (non-ICT) jobs and the digital skills necessary to exercise them in view of the demands of the labor market. This study aims to identify 30 non-ICT professions needed to respond to the challenges and opportunities of some business sectors such as industry, commerce, services or tourism; which digital skills are needed to perform the functions that these professions are intended to guarantee; which competence units are needed to guarantee the formation of these digital competences; and what training paths in the digital area for each of the 30 identified professions we can find. Two pilot projects will also be developed (for a sector and a profession).

Coligação Portuguesa para a Empregabilidade presents the following strategic intervention vectors:

  • Large-scale increase in qualified human resources at different levels in ICT, resulting either from the promotion of ICT-based learning practices, capitalizing on motivations from the 1st cycle of basic education, or from a process of guiding young people in pre and in secondary, polytechnic and university education for these areas, either the requalification of young people and adults who are unemployed or in undifferentiated jobs in ICT skills from the point of view of offering new products, services, content or concepts, or generalized training from employed or unemployed assets with any level of education regarding skills from the user’s perspective;
  • Stimulating business investment in Portugal in activities – with varying degrees of complexity – based on the development of ICT solutions , in order to transform it into one of the most important centers for the export of services and content in creative industries and one of the main generators of qualified employment in Portugal.
  • Raising young people’s awareness of information technologies as a set of skills that open up opportunities for employability and development in professional careers. This sensitization should focus on the dissemination, from primary and secondary education, not only of ICT skills from the user’s point of view, but also, and in a pioneering way, from the point of view of programming skills. At the same time, it is necessary to make families aware of the added value of this early initiation, dissemination and use of digital content in learning processes, based on communities of practice with teachers, students and parents.
