CHALLENGES

INCoDe.2030 aims to improve the Portuguese population’s level of digital skills, thus placing Portugal at the level of the most advanced European countries in this dimension, in a time horizon extending until 2030 and which promotes the following ten challenges:

 

a) The digital transition of education based on the training of students and teachers in the diversification of means, methodologies and educational resources, guaranteeing education that promotes inclusion, digital literacy, information literacy and the development of the necessary skills for the exercise of citizenship and professional insertion;

 

b) The digital transition of professional training based on the training of trainees and trainers, as well as the diversification of means, methodologies and training resources, guaranteeing inclusion, digital literacy, information literacy and the development of the necessary skills for the exercise of citizenship and professional insertion;

 

c) Stimulating employability through training, professional specialization in digital technologies and applications, thus responding to a growing demand on the labor market, and promoting job qualifications in order to develop an economy with greater added value , namely geared towards external markets and supporting the digital transition of companies;

 

d) Strengthening  digital skills of workers in public functions as an essential condition for the digital transition of the State and Public Administration;

 

e) The generalization of digital literacy, with a view to the full exercise of citizenship and effective inclusion in a society with increasingly dematerialized interactions;

 

f) Digital-based entrepreneurship that promotes the development of new products and services of added value and with high potential for growth and internationalization;

 

g) Attracting investment with the goal of a value-added economic and business development model, based on technological and non-technological companies that take full advantage of digital technologies and that generate qualified employment;

 

h) Increasing national participation in international Research and Development (R&D) networks and in the production of new knowledge in all areas associated with the digital transition, namely: data, artificial intelligence and advanced computing;

 

i) Digital transition based on the promotion of gender equality, with a view to increasing women’s participation in digital in all lines of intervention, from education to professional training, employability, digital skills of workers in public functions, digital literacy, digital-based entrepreneurship, economic and business development, and participation in international R&D and knowledge production networks;

 

j) Digital transition as a factor for the inclusion of people with disabilities in view not only of digital accessibilities to content and information, but also to ensure equal access to education, professional training, employability and digital skills in public administration, in social entities, in companies, in research and development and in the production of knowledge.
