Creating a more resilient society implies stimulating new digital skills, which are in continuous mutation and evolution, and, at the same time, requires a better preparation of the population for a context of growing uncertainty, recognizing that there are inequalities that require different models of preparation.

It is in this context that the INCoDe.2030 program launches the Dynamic Framework of Reference for Digital Competence (QDRCD), um instrumento de avaliação das aptidões digitais da população. Baseado no Quadro Europeu de Competências Digitais para Cidadãos (Digital Competence Framework for Citizens), o QDRCD tem três grandes objetivos: apoiar a definição de políticas e estratégias; desenhar programas de educação; e avaliar e certificar competências, quer por autodiagnóstico, quer por entidades certificadoras.

 

O documento foi desenvolvido com a colaboração da Agência Nacional para a Qualificação e o Ensino Profissional (ANQEP), da Direção-Geral da Educação (DGE), da Direção-Geral da Qualificação dos Trabalhadores em Funções Públicas (INA), da Fundação para a Ciência e Tecnologia (FCT), do Instituto do Emprego e Formação Profissional (IEFP) e de António Moreira e Margarida Lucas da Universidade do Aveiro.
