NATIONAL BLOCKCHAIN ESTRATEGY
As Distributed Ledger Technologies (including Blockchain) have enormous potential to transform a wide range of sectors, including: traditional sectors of the economy, such as agriculture and agro-industry; technological sectors associated with digitalization and also service sectors such as Finance, Insurance and Law; without forgetting Public Administration itself.
Blockchain is undoubtedly one of the fastest-growing emerging technologies in terms of development. Still without a Blockchain strategy, Europe has set itself the goal of creating a standard in this technology. In this sense, the conditions have already been created, through the development of a normative and political structure, that support innovation, support for startups and the development of ecosystems that leverage this technology.
In Portugal, the development of solutions and services using these technologies in different sectors of activity, including the public sector, is already a reality. There are several national and international startups that have developed projects in our country, taking advantage not only of the technical skills of our professionals, but also the active entrepreneurial movement that has brought together academia, startups, companies and public administration.
It is therefore necessary to develop a National Blockchain Strategy that takes advantage of investment opportunities (especially within the framework of the EU), the skills and digital skills of our professionals, the capacity for entrepreneurship and the will to place Portugal at an outstanding level in terms of innovation in this field.
The country is getting ready to start the development of its National Blockchain Strategy, a strategy that meets the goals set within the scope of the Digital Transition and that simultaneously accompanies the development of a Europe which is also committed to change.
For this purpose, a Working Group will be created composed of officials from different public and private entities, academia and experts of recognized value. This group will be responsible for developing a National Blockchain Strategy that is useful in the present, but thinking about the future. It is important to be able to anticipate possible scenarios, because only in this way will we be able to lead innovation and be able to attract and retain investment and talent.
This working group, coordinated by an individual of recognized merit, will also be responsible for developing the action plan of the National Blockchain Strategy for the period between 2022 and 2023.
This strategy is expected to be published for public consultation at the end of April 2022, and its final version published by the end of June 2022.
The coordination of the Working Group and the National Blockchain Strategy is the responsibility of INCoDe.2030.
