REFORMULATION AND STRENGTHENING OF THE NATIONAL INITIATIVE “COMPETÊNCIAS DIGITAIS E.2030” (INCODE.2030)

NEW GUIDING PRINCIPLES APPROVED BY THE COUNCIL OF MINISTERS

Almost three years after the launch of the National Initiative “Competências Digitais e.2030”, INCoDe.2030, created with the aim of improving the digital skills of the Portuguese, have now been approved by the Council of Ministers and announced by the Minister of State, Economy and Digital Transition, Pedro Siza Vieira, the new guiding principles of the Initiative, which include a new governance structure, expansion of objectives, simplification and reinforcement of executive coordination, greater operational agility and articulation with strategies and related programs, namely the Action Plan for Digital Transition.

It was also established that INCoDe.2030 “is developed through initiatives promoted by public and private entities that are the responsibility of different government areas, and presents itself as an aggregator of those entities and of the various initiatives with convergent goals, structured around of the following five axes of action and ensuring transversally the promotion of gender equality, deconstructing stereotypes in the technological area and promoting equal opportunities”. The five axes are now: education and professional training; qualification and requalification; inclusion; advanced training and research.

With the reformulation of the program, a new General Coordinator was assigned, Luisa Ribeiro Lopes, President of .PT, who, among others, was already working on strengthening gender issues, as coordinator of the Initiative’s Inclusion Axis, who will be assisted by three executive coordinators, with responsibilities divided between the aforementioned five axes.

Regarding the new structure and adjustments to INCoDe.2030’s goals, Luisa Ribeiro Lopes, General Coordinator of INCoDe.2030 stated: “In addition to stimulating the reinforcement of digital skills and of employability and training in a transversal way, it is essential that there is a digital transition based on the promotion of gender equality, in order to increase women’s participation in this area”.
